Malta Today: Malta staunchly opposed to ‘unnecessary’ regulation of gaming industry

Malta has taken a stand against the new regulations announced by the British Government. In a speech at the EY Gaming Tax Seminar, Parliamentary secretary for competitiveness and economic growth Jose Herrera suggested that the UK’s restrictions on overseas gambling operators are “beyond what is necessary”.

For the past years, British players were free to access any number of licensed gambling sites, whether they were operated from within UK borders or from abroad. But as of November 1, companies that want to cater to local players must obtain an additional licensed from the UK Gambling Commission, pay a new license fee and – from December 1 – pay additional taxes too.

“Malta’s regulation is a strong one, based on years of experience,” Herrera said at the seminar. “We will continue to maintain that restrictions, imposed beyond what is necessary, are contrary to the principles guaranteed by the Treaties of the European Union.

“Malta has always been of the view that such a national approach to an international industry leads to fragmentation of the market, which is ultimately detrimental to the industry itself as well as consumers.

“Malta is doing everything in its power to protect this industry at an international level. We are here to listen to the industry. There must be compliance with established principles and law, but we constantly work to resist moves detrimental to business,” he added.

The Lotteries and Gaming Authority has issued 401 licenses this year, a 25% increase from last year’s 321 permits. The number of registered companies has also increased by 17%, from 220 last year to 258 at present.

The regulator has taken steps to make the licensing process faster. Processing time has been reduced by 50%. A company can now obtain a remote gambling license in about two and a half months.

“Malta is a major player in the global remote gaming industry. Our solid reputation has been instrumental in bringing about growth. And we will continue to be responsive to the needs of the industry,” Herrera maintained.

Authorities will work together with online gambling companies licensed in Malta, to reduce the impact of Britain’s latest policies.

Now that the new British gambling laws have come into force, imposing an additional license fee and – starting December 1 – a 15% point of consumption tax on overseas operators, authorities in Malta have promised to help reduce the financial blow for locally-licensed gambling companies.

During a seminar organized in preparation for the Malta iGaming Summit, Parliamentary Secretary José Herrera promised that the government will work together with the local internet gaming industry to overcome the challenges that lie ahead.

The British Government has recently introduced new laws for the gambling sector. Overseas companies are now required to obtain a UK licensed if they want to cater to British players. In addition, starting December 1 companies will have to pay more taxes to the UK Government.

In his speech, Herrera noted that the Lotteries and Gaming Authority in Malta has improved its ties with its British counterpart, but he added that he was disappointed to hear about the measures imposed by the UK Government.

“In our opinion, such steps may not only go against the principal guarantees of the EU treaties but could also lead to a further fragmentation of the sector, to the detriment of consumers,” he told those present at the seminar.

Nevertheless, the new laws have come into force, so the parliamentary secretary announced that the Government in Malta would strive to protect its gambling industry, even on an international level.

“We are ready to work hand in hand with operators to reduce, as much as we can, the impact that such legislation can have. Malta is proud of the regulations it provides to the sector, through which consumers are protected,” he added.

The world last week wobbled between the tragic and the blessed, the diseased and the drunken, so lets look back at what went on

The tragedy of the numerous avalanche that struck Nepal last week has left 39 people dead so far and more are likely to be recovered in time. A mammoth rescue effort was swung into action as trekkers and climbers were slowly rescued by locals, guides, the emergency services and military. Over 400 people were taken to safety as the search continued throughout the weekend in this remote mountainous kingdom which is a favorite with altitude junkies.The successful negotiations in Nigeria, on the other hand, have been hailed as a major diplomatic victory for both sides with the upshot being that the schoolgirls so alarmingly kidnapped from their schools in the summer may well be back with their friends and families in the very near future ending their months of captivity. The negotiations had been rumored but were only confirmed after the successful arrangement of the truce last week.

There’s no sign of a truce on the street of the Mong Kok district of the modern metropolis that is Hong Kong with the authorities having sent in police to remove barricades and protestors from blocking major streets within the city. However successful they were initially by the end of the day many of the protestors and their obstructions had returned leaving the Chinese-run government with an ever decreasing number of options.

Japan is getting closer and closer to that critical point where casino developers will lose their patience and turn their backs on any investment opportunity in the country.

Since experts estimated that Japan has the potential to become Asia’s second largest casino market, Prime Minister Shinzo Abe’s administration has been pushing for a change in Japanese gambling laws to open the door to major casino developers before the 2020 Olympics in Tokyo. With the way things are going, it looks like the big dream is not going to happen anytime soon.

For Japan, it’s not a matter of “sooner or later”. If investors don’t have sufficient time to make their plans, obtain approval and start building, the effort will not be worth it. Having a favorable regulatory system as soon as possible was crucial for the success of the country’s gambling market. It’s becoming increasingly unlikely that everything will be ready in time for the Olympics.

Reuters: Costs, politics erode chances for a Tokyo casino by 2020

Japanese casino supporters are starting to panic as plans to change the country’s gambling legislation don’t seem to be coming together. As time passes and authorities are still undecided whether to approve the new casino bill, plans to open the first casino in Tokyo before the 2020 Olympics are becoming increasingly unlikely.

Even though Prime Minister Shinzo Abe has repeatedly stated that legalizing casino games is one of his main objectives, recent gambling news say building costs are skyrocketing, and the city government is not treating casino development as an economic priority anymore.

For months, casino companies have courted the governments of Tokyo and Osaka, hoping that they will convince them to open the market. Analysts have touted Japan as one of the world’s biggest untapped markets for gambling, but authorities are still undecided.

Major casino operators like Las Vegas Sands, Genting Singapore, MGM Resorts and Melco Crown Entertainment have proposed billion-dollar plans for the area, in order to position themselves as potential candidates for a license, should the casino bill be approved.

The parliament just began its autumn session, and the casino bill should be debated. Supporters of the idea are hoping that politicians will make a decision, giving the administration enough time to approve the bill and start making plans by 2015. But costs have become an issue and the Tokyo government is considering scaling back its plans for the Olympics.

Satoshi Okabe, a senior manager at a project being developed by Dentsu, said: “The reality is that preparations for the Olympics are going to be pretty challenging. Casinos are secondary. Building costs are going to spike and foreign casino operators are going to find investment returns inefficient.”

Meanwhile, Osaka is making progress with its plans for a casino and Caesars Entertainment is still interested. “We are actively in talks with potential Japanese partners about an Osaka project,” said Steve Tight, president for international development for Caesars.
